The state is obligated to review the petition. The Constitutional Court may establish rules on judicial procedures, internal rules, and administrative procedures to the extent that they do not violate the law. The Audit Committee is established under the jurisdiction of the President, and is responsible for auditing the revenues and expenditures of the state, organizations prescribed by the state and law, and auditing the duties of administrative agencies and public officials. The state conducts consumer protection activities in accordance with the law, encourages sound consumption behavior, and improves the quality of products. All citizens have the right to work. If the President is unable to perform his/her duties due to an absence or accident, the Prime Minister and a member of the State Council prescribed by law take turns acting on behalf of him/her. The state must strive to protect motherhood. The Prime Minister assists the President and oversees all departments of the administration under the President’s orders. When martial law is declared, special measures can be taken in accordance with the provisions of the Act on the Search Warrant System, the freedom of the press, publication, assembly, and association, and the powers of the government or courts. The President may order pardons, commutations, or reinstatement in accordance with the provisions of the law. The state should establish and implement a plan necessary for the comprehensive development and support of rural and fishing villages to protect and foster agriculture and fisheries.
