The criminal accused is presumed to be innocent until proven guilty. All citizens enjoy academic and artistic freedom. The National Assembly is made up of lawmakers elected by the people through ordinary, equal, direct, and secret elections. All citizens have the freedom to choose their jobs. If budget revision is needed, the government can draw up an extra budget and submit it to the National Assembly. National merit, wounded soldiers, police officials, warriors, and police official families are given priority in accordance with the law. The law sets standards for working conditions to ensure human dignity. Congress can enact rules on deliberation and internal discipline to the extent that they do not violate the law.
The State Council members are appointed by the President at the request of the Prime Minister. If a citizen’s act did not constitute a crime under the law at the time, he/she shall not be prosecuted and shall not be punished repeatedly for the same crime. The President may not concurrently hold public office or resignation prescribed by the Prime Minister, members of the State Council, the Minister of Administration, or other laws. In order to have jurisdiction over military trials, a military court may be established as a specialized court. All citizens have the right to live in a healthy and pleasant environment, and the state and its people must strive to protect the environment. The organization and establishment of the military is determined by law. Workers have the right to organize independently, negotiate as a group, and act as a group to improve working conditions.
